JOE BENAVIDES

Joe Benavides a Retired Marine and Teacher Fighting for Our Children

Many in our community know Joe Benavides as not only a retired Marine and combat veteran, but a nonstop community volunteer. For the past several years Benavides has worked tirelessly helping our elderly by coordinating children (many of them court-ordered) to cut lawns, remove debris and help the elderly by taking away some of the burdens they face.

Now Benavides, is helping children by intervening through becoming a teacher. Benavides has done a remarkable job at the Adult Learning Center by helping children obtain their education. He has also worked with many community leaders and business owners such as Pete’s Chicken and More, Flint Hills, Valero, Greenwood Doors and many, many other leaders to provide support in saving our children. The drop out rate has nearly doubled over the last two decades in Texas. Many programs that were previously there to aid our children have been underfunded and the educational system is in crisis. Private citizens like Benavides have risen to the challenge and not only gotten children and parents involved in striving to complete their high school degree, but also to have the potential and financial wherewithal to attend college.

Education is Our Freedom is a well-recognized program spearheaded by Judge Joe A. Gonzalez and Joe Benavides. The program has aided over a hundred children who many in our community had given up on obtain not only their high school education but also attend college. The program has been such a success that funding and success rates have doubled each year since it inception. “We must help our children and pay for programs upfront. Whether you or a conservative or a liberal it is important to pay for preventative programs such as Education is Our Freedom in order to create a workforce that not only has education as a goal but that prepares today’s youth for the workforce tomorrow” said Benavides.

We at the Defenzor wish to commend Mr. Benavides for the efforts he has made over several years and also his sacrifices for his country. His eldest son has followed in his father’s footsteps and has answered the call to duty and is a two year Marine Corps veteran and is soon to be deployed to Iraq. Joe Benavides is a man that has never stopped sacrificing and never stopped serving our country. In this New Year we extend our warmest wishes to Joe Benavides and the efforts he is making with at-risk teens. IF ANYONE IN THE COMMUNITY WISHES TO HELP OUR YOUTH IN THESE PROGRAMS CONTACT JOE BENAVIDES AT 361-633-9308.

Nueces Democrats: We dont know that Joe Benavides will make a better Commissioner than the incumbent

With this precinct I have not a vote however, the County Commissioners are engaged towards progress for our community as a whole.

Dannoynted1:
"Our Large Family attended the "Annual Feast of Sharing" event held at the Bayfront Plaza.

Joe Benavides was one of our servers (i believe he was a soft drink server), and Mrs.Banales also was there with her husband.

I will not talk about the burnt tamale(only I got) but lets just say the mashed potatoes were the best my man says the rolls were the best.

Considering it is election time, I am surprised most politicians were absent. But with the way they rushed you out after you ate, You certainly did not have any time to "network".

The candidates that did attend, I apologize for not mentioning you as I was there only a small window of time..."

It was so different from the last time I went, which with regret, was not last year.

I must say the food was better at the events that cost money."

JK:

We dont know that Joe Benavides will make a better Commissioner than the incumbent but I do know Joe was working and he volunteered out of his commitment to the community. Joe has over the years volunteered and donated his services diligently. One might argue he is only volunteering his time and services because he wants to "get elected".

I dont believe this is the case. I have known Joe for a little over two years and I know his father. In the past, Joe Benavides has run a couple of times for office but, he volunteers regardless of whether he is running or not.

Will Joe Benavides continue to volunteer if he wins?

We can only know after we vote for him.

We do know his incumbent opponent was not volunteering at the Feast of Sharing.

We do know Joe Benavides' incumbent opponent was parading around with her hubby in tow. Was she making a statement? The message IMO was she is not worried about her challenger, she does not take him serious and she is not going to change her routine ways for her constituents. We do not know how she represents her constituency but we do know she is not going to change it.

All we can do is allow Joe Benavides to tell us how is going to represent his constituents.

We can ask him questions and hear his answers.

With Joe Benavides' incumbent opponent we dont have to ask her anything because we have her record to refer to.

The only thing I remember is that, "She could work harder" if she gave herself a pay raise.

I also know she was walking around when she should have been working.

As far as the Family name and integrity, we might should ask the ME about the trangressions.

Ask her about the real reason she decided to run.

Will your loved one become an unknown or unborn heir to the HELLHOLE of a Death Trap Another Dares to Call Frivolous or Fraudulent?

The first responder opens with a gush of emotional well unthought acrimony.

"What a crock! "The citizens of the Valley and Gulf Coast have been victimized by poor decisions in corporate boardrooms, favoring greed over safety. Citizens serving on juries in Rio Grande Valley and Texas Gulf Coast have done their constitutional duty, and in doing this most honorable service, have protected their fellow citizens from the unkind actions of others, and have made our country a safer place."

"Greed over safety"? Pot calling kettle black comes to mind, sheesh!

Leave it to a Corpus attorney of such questionable character to blame the corporations for the greedy nature of local attorneys and the populace. Everyone in this community is trying to hit the lotto, witness the thousands of fraudalent claims as such broken foundations and mold, and no, I am not a member of any organization, just not easily taken by a bunch of lies."

In concurrence with the first responder; it is agreed, the claim is a bit embellishing and heroically ebullient nevertheless Mr Watts opening averment, ("The citizens of the Valley and Gulf Coast have been victimized by poor decisions in corporate boardrooms, favoring greed over safety) cogently defines an element that bullies the average citizenry. An Actuary is a person whose work is to calculate statistically risks, premiums, life expectancies, etc. for the insurance industry and the emerging "bean-counting" approach to risk management in the Corporate Scheme. This "bean-counting" rings clear and is exemplified in the movie "A Class Action" . The central premise of the film is roughly analogous to the controversy surrounding the Ford Pinto and Mustang II.

Durrill v. Ford Motor Company

A rear end collision fire case in which a 1974 Ford Mustang II vehicle exploded into flames. The two occupants of the vehicle, Devary Durrill and Bonnie Watkins, died of burns. The accident happened in Corpus Christi Texas and was tried by Perry & Haas. Watts worked at the Corpus Christi plaintiffs’ firm Perry & Haas, where he trained in vehicle litigation and was involved in numerous suits against Ford.

In the movie "A Class Action" the auto manufacturer utilizes a "bean-counting" approach to risk management, whereby the projections of actuaries for probable deaths and injured car-owners is weighed against the cost of re-tooling and re-manufacturing the car without the defect (exploding gas tanks) with the resulting decision to keep the car as-is to positively benefit short term profitability.

WATT if it was your daughter, wife, son or another whom you hold dear in your heart; WATT amount is worth the life of a human being?

Basically the actuary crunches the numbers and calculates a probability. How many people will die and how many will be injured (if the defect is not corrected) The number of dead and injured are translated into a dollar amount which is weighed
against the cost of re-tooling and re-manufacturing the car without the defect. The decision is made and carried out knowing that their product will kill people. They know their decision will take the life of an X number of unknown and unborn heirs to the HELLHOLE of a death trap to be sold as the dealerships assure the consumer that the product is safe.

The Ford Pinto, one of the best-selling cars of the 1970s, had a defective gas tank with an unfortunate tendency to burst into flames in rear-end collisions. Instead of fixing the Pinto, Ford lobbied against federal regulation affecting fuel tank safety. As part of the lobbying effort, the company prepared a cost-benefit analysis. According to Ford's engineers, it would cost $11* per car, or $137 million per year for the industry as a whole, to meet the rollover standard, while avoiding an estimated 180 deaths per year, along with an equal number of serious burn injuries and a few thousand wrecked cars.

Ford's cost-benefit analysis valued those lives at a mere $200,000 apiece. That number was calculated by the National Highway and Traffic Safety Administration at the request of the auto industry, mainly on the basis of lost wages, plus medical and legal costs and a small amount for pain and suffering. At $200,000 per head, 180 deaths are "worth" $36 million, not nearly enough to "justify" a $137 million expenditure. As Ford saw it, spending an extra $11 per car to fix the gas tank just wasn't worth it.

Despite Ford's lobbying, the gas-tank safety regulation was adopted. Ford responded by immediately, and inexpensively, making the 1977 Pinto safer. But the damage to the company's image had been done. The public realized that Ford had knowingly produced a dangerous car, leading to hundreds, perhaps thousands, of preventable deaths. Ford finally discontinued the model in 1980. --adapted from Priceless

WATT recourse do we have?

WATT will force manufacturers to decide in favor of preserving the life of a human being?

The only way to convince a Corporate Giant is for the cost analysis to favor correcting the defect and the only way to do this is for the cost of a wrongful death to exceed
the cost of re-tooling and re-manufacturing the car without the defect.

Yes, in the eyes of those who have not experienced the ordeal of losing a loved one from a defective products such as Ford Pintos exploding upon impact, Firestone tires falling apart in the Texas heat, Chrysler minivans ejecting belted children due to poor door latches, or due to gross neglect by corporate chieftans, countless bad drugs pulled from the market because of no effective regulatory controls at the FDA and pharmaceutical companies decisions to place profits over patient's lives (Rezulin, Baycol, Fen-Phen, Vioxx), old ladies subjected to unnecessary second surgeries to replace tainted hip implants, 40% is a hefty amount to share with a lawyer. On the other hand WATT choice will stop the recurrence of such preventable accidents? No amount of money can ever compensate for the loss of a loved one or for permanent injury?

Is it worth it for someone to pay you 60% of $500 million so they will hold accountable the ones responsible for deciding to burn your daughter alive?

Ask Dusty Durrill, maybe you will see things differently?

What a superficial column! This is never about anything substantive- never discusses any real political issues. This lady is just a groupie at council and commissioner's meetings, reporting the stupid things they do or say.

The last week of the year is when people are making their final decisions to run for office. Something could have been written about attorneys thinking of challenging the rude Judge Longoria or what happened about possible opponents to Juan Garcia but no she'd rather talk about nonsense. If she wants to learn more about what commissioners are thinking when they dress the same perhaps she can do a series hiding out in each politician's closet and watching and listening to them dress- and the Caller - Times can get someone to deal with the more serious issues.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Yes post 1 , it may be superficial , but is that earning the money we paid for them to "work harder"?
How much does faux "cleric" Tyne r Little earn? Enough for him to be elevated by the County Judge to "Reverend, are you all set?"
When did this happen? Dress rehearsal for another Loyd (Insurance) deal perhaps, but it was whatever "Kneel" wanted it to be.
What is 9/10th's of the law? Abandonment?
WACO?!?
This is criminal why does Jaime Powell not report "eminent domain" this crime fraud? Paul Jones & Ennis Joslin land giveaway?
Or the Pat rick Birmingham CCCC discrimination?
We need to realize the one's who profit from division and it is not the average Nueces County Citizen.
We have State of the County events held with the publics money; yet the public was never invited.
County to look at appointment process, write guidelines
Term lengths, limits will be discussed for 37 local boards
By Jaime Powell (Contact)
Originally published 02:27 a.m., October 3, 2007
Updated 02:27 a.m., October 3, 2007
Nueces County commissioners will examine how the court appoints residents to county boards and start writing a policy that for the first time will lay out guidelines such as term lengths and limits.
Commissioners will discuss the details this morning in a workshop and are set to vote on a resolution on the matter during the county's regular meeting.
The county appoints members to 37 boards and commissions, including slots on the boards of the Port of Corpus Christi, the Nueces County Hospital District, the Regional Transportation Authority and the Christus Spohn Hospital System, said Tyner Little, assistant to County Judge Loyd Neal.
There have been improvements to the appointment process in recent years, Little said. Under former County Judge Terry Shamsie, the county started advertising openings on various boards and seeking applications from the general public.
"Before that, it was really the court would find people they wanted to appoint and basically say, 'OK, I am ready to appoint this person, and they would go to court and appoint. Now you submit a resume and a letter of interest. And that's really done a lot for getting more people in the public involved."
If there was a tendency to put friends on boards in the past, the application process has alleviated some of that, Little said.
"I think the commissioners court has an interest in putting the best people on those boards because they run better," Little said. "They really like to put in a financial person, sometimes a lawyer, somebody with experience in the field that allows them to perform and allows the organization to run smoother and perform a better service."
But the county has no formal policy on term lengths, term limits or replacing board members other than those set forth by statute, rule or interlocal agreements, Neal said.
For example, port commissioners are appointed by the county, city of Corpus Christi and San Patricio County to staggered three-year terms and are limited to four terms, based on state statute. Other agencies have different terms, such as the hospital district board, which has seven county-appointed members who are not bound by term limits.
"I'm not saying people have not served well," Neal said. "We need more people going through these boards so we get new ideas and new enthusiasm. There are a lot of fine people who want to serve on county boards or commissions. Right now there is no process that allows commissioners to appoint fresh new faces without it appearing that those already serving have gotten lifetime appointments."
But there has to be a balance, county officials and some local board members said, because some of the boards are highly technical and come with a serious learning curve.
Local attorney Van Huseman serves as the chairman of the Nueces County Hospital District board and has been a member for more than 10 years. His board oversees a $30 million budget and deals with the county's responsibility to provide indigent health care and a host of other issues, including contributions to HALO-Flight air ambulance service, diabetes programs and teenage pregnancy programs.
"The complexities of what we do are such that it takes years before someone gets up to speed on what is going on," Huseman said. "This is not particularly a fun job. It's one where most of our members are on because they have some sense of duty. It does not make you popular, you don't get anything out of it at all except for criticism. Most people in the county don't have a clue what the hospital district is about, but it deals with a lot of money and affects a lot of people's lives."
who controlled the Jail and how Randy Delay not getting the $1.2 million contract along with Shamsies animosity from being forced out and dislike of Larry is the reason Randy Delay's Federal Lobby Influence pulled a power play and the Federal Prisoners could no longer stay?
OK people here it goes. I apologize if this offends and certainly encourage anyone who disputes or challenges anything written in this Article to rebut / respond.
All submissions are posted regardless of position or standing.
Now, to the heart of the matter; the "Shamsie Tick" FKA the "Shamsie Clique" network of Avarice and Fiscal Loophole Specialties.
Dear Mr Shamsie,
It is ironic how you entered the Body of Christ via Robstown and you pinched and cut and denied and fired, released, and demoted your supporters their families and the community they inspired to elect you. A bang up JOB you performed with fiscal expediency and without one drop of loyalty (not even to your wife).
Mr Boss Of Bosses, Jefe de Jefe, or fiscal deconstructionists (creative accountant) and his oddball choice of high ballin contractor without bid process. It turns out …..
DOS Logistics & Omega Contracting Inc.-
Yet, the county is paying three times the customary rate for engineering and inspection services, according to engineers in government and private practice.
Instead of assigning the county's staff engineer to handle the project, Nueces County Judge Terry Shamsie negotiated $7.6 million for engineering with Omega Contracting Inc. and $7.95 million for inspection with DOS Logistics, as the county revamps 280 miles of mostly flat, straight, narrow, non-shouldered rural roadway.
Political ad could alter deal
Nonetheless, the company's owners fired off statements Tuesday and Wednesday through lawyer Tonya Webber questioning why they were being pulled into the political fray and refusing to comment to "rumors or allegations that the negative campaign" had jeopardized the company's plans for the facility.
"LCS Company officials will not respond to questions regarding whether the company will change its plans to build a corrections facility in Nueces County," Webber said. "They will not make that decision until after next Tuesday's election."
Commissioner Betty Jean Longoria said it would be unfortunate if the political ad kills the project.
SHOW MORE
CAMPAIGN MUD BEING SLUNG HARD
Company officials refused to comment on whether the ad has now jeopardized the plans to build the corrections facility, saying it might unfairly impact the election.
But, but,…. but Lencho Rendon was Alvarez's consultant and he is in business with Randy Delay so why would the Louisiana Contractor (Robstown Federal Prison Project) dare to offend a candidate of Lencho? Did Lencho squeeze Alvarez to eliminate him for a candidate he could or thought he could control? Is that candidate Jimmy Rodriguez or Jim Kaelin? Is there any truth that Kaelin is being courted (or has received campaign donations) from WATT Democrat? The Federal Prisoner Removal, the abuse of a Political Familia from Robstown and the Nueces County Jail Conditions but you wanted to give 1.2 million to Randy Delay for WATT?
BRACC, BREAK or BROKE while sacrificing our "money maker" (the Nueces County Jail). Was / is Randy Delay via Solomon Grande our Nueces County insider connection to the Federal Prison Lobby? The Awards (evidenced by Larry Olivarez) and the Federal Prisoner occupancy dividend was never a problem until after the $1.2 Million to DELAY was denied. WHO wanted the Nueces County Jail to be a problem right in the middle of the County Leadership Races? Who crashed in during the Primary from Lousiana with concerns about the building of a Private Prison?
"I remember Lencho telling me that his ideal dream team (to help BND) would be (lobbyist) Randy DeLay, (Monterrey consult-ant) Esther Rodriguez and 'Madam Ping,'" Lasseigne said.
A Dream Team of Randy Delay with Solly Lobbying in Washington, Solomon Sr. nicely positioned on the House Arms Services Committee and his influential "friends" such as Congressman Ike Skelton, the distract and the DELAY side JOB Lobby at the Federal Bureau of Prisons / CCA / Private Prison Profiteering CON. With the Shamsie Dream Team, the Nueces County housing Federal Prisoners was never an issue, not even when the Mold Contamination was an issue. Evidently, the Mold remains even though the Commissioners Court and Shamsie never addressed it (or did they ignore it?). These are not Democrat issues. These are not Republican issues these are Nueces County issues.
So WATT does this mean for Texas?
Who is the author?
After reading this article i got to believe the author is not familiar with the adversarial process or the article is pure prevarication. Who wants to buy a vehicle without laminated windows. I don't, but in Mikal's argument it was just mental re-enforcement for the jury and he is representing his client with zeal. .In layman terms Laminated glass, which is two layers of plate glass with plastic laminate in between, is used on automotive windshields. It has been used for decades to keep objects from easily getting through the windshield and entering the vehicle. The negative is it prevent easy exit should one need to break the glass in order to escape in a submerged situation or something of that nature.
KENEDENO: "I say hot damn we got ourselves a fighter, and advocate. Now there's an attribute money cant buy, a game mentality moving unencumbered through legal birds nests and over hurdles to accomplish results.
"Like a Pitbull in the Middle of a Bunch of Poodles upon Capitol Hill.
The bottom line is the tire is faulty but it is cheaper to pay the injured and dead than it is to replace all of the tires on all of the brand new vehicles. Well, at least that was the word according bean counters (Actuarial Analysts). I bet they dont work there anymore, eh? When an automaker knows there is a faulty product that will "cause a death or two" and they acquiesce, or continue to produce the vehicle with the defective product and they dont recall the defective product for WATT ever reason they need to pay.
Watt if you or your family member purchased a brand new Explorer or Expedition or
Excursion. You plan a vacation and plot out your trip planning to stop for the young ones at the rest areas and to stretch the legs and maybe even swap drivers. Everybody has their pillow and their reading material or headphones and music, for the kids you had the video screen and dvd systenm installed and you even went the extra mile and installed a Playstation III for the kids and the kids at heart.
So we are cruising and everyone is commenting on the comfort, the neat features, the enhanced entertainment, and the overall "On The Road" experience the new vehicle provides.
The last thing on their mind is breaking down, needing to check the fluids every few miles, or rolling down the window because the air conditioning dont work. The passengers and the driver feel secure and safe; maybe they dont even buckle up.
The next thing we know the vehicle has become impaired and unstable. The resulting tumbling, sliding, shattering of glass, screaming, and bending of metal that happens in less than a minute (but feels like a lifetime) comes to a rest and there is a eerie silence for a moment. Then the lucky ones can moan in their pain and the silent ones Vaya Con DIOS. How long before the Halo FLight? How long before rescue?
And you come to find out you have lost 1 or 2 or 5 of your loved ones because of something that makes no sense at all.
I am not talking about the Blowout people, I am talking about the decision made by the automaker that your loved ones were just another number, a casualty in the name of profits.
Would you want an advocate fighting for your interests like Mikal Watts fights the giant automakers?
If you disagree, I got 4 brand spankin new ones to put on your family vehicle; oh yeah and one spare just in case you survive the blow out.
Mikal Watts' arguments
http://www.setexasrecord.com/arguments/198814-mikal-watts-arguments
8/4/2007 10:58 AM
Three college girls are driving cross-country pulling a U-Haul trailer while simultaneously sharing a bag of marijuana. About 20 hours into the voyage, the driver brakes hard on a hill and loses control, sending the car off the side of the road.
They weren't wearing seat belts.
Was she high? Fatigued? Did she forget that breaking hard on a downslope while pulling a fully-stuffed U-Haul is a big no-no?
Whatever. Represented by Corpus Christi plaintiff's lawyer Mikal Watts in a suburban Houston courtroom, she demanded millions in damages over the accident-- from a tire maker.
No matter that Texas state investigators blamed the wreck on driver error and speeding, concluding the tires remained intact after the crash and worked just fine. Still, Watts argued they were wrong, that it wasn't her fault. He even demanded the judge declare a mistrial when the defense had the nerve to raise the girl's driving-while-pot smoking in court.
Is this the kind of guy-- one who would make such a specious, if self-serving, argument with a straight face-- that we want representing Texas in the U.S. Senate?
Mr. Watts, a 39-year-old mega-millionaire and judge's son who flies private, is traveling the state this summer, raising money and straining to re-define himself as a populist "everyman" in preparation for the Spring 2008 Democrat primary election.
He made his bones making arguments like the aforementioned, suing automakers and other businesses. But suffice to say, he won't be bragging on the campaign trail about the "marijuana mistrial" or his lawsuit blaming Ford for an accident in which the driver was speeding, had been drinking and wasn't wearing a seat belt.
The automaker was at fault because, according to Watts, it didn't laminate its side windows.
Watts will also remain mum about the embarrassing hiccup in that Ford case-- when it was revealed mid-trial that one of his associate lawyers was dating one of the jurors. She had even helped him "recruit" two of the plaintiffs for Watts, evidence showed.
Apparently under no ethical obligation to tell the court about this, Watts remained quiet and steadfast. It paid off-- he won a $31 million verdict.
"Mikal Watts has spent his entire career fighting on behalf of average, working Texans," promised his spokesman in a recent interview.
Don't believe it just because he says so.
Garrett joins Neal in opposition
— Mistrust in the effort to establish a board to redevelop Naval Station Ingleside spread further Friday as Corpus Christi Mayor Henry Garrett said he and the city would not participate.
Garrett said he took a cue from his predecessor, Nueces County Judge Loyd Neal, who said in a letter to participating local governments that he could not in good conscience support the effort. Neal was angry that some members of the Ingleside City Council, a San Patricio County commissioner and a member of Neal's own Commissioners Court worked out a plan with U.S. Rep. Solomon P. Ortiz, D-Corpus Christi, without Neal's knowledge.
The rest of the Nueces County Commissioners Court support the plan first introduced and approved by the Ingleside City Council, and those who participated in the planning with Ortiz said they had nothing to hide and didn't attempt to hide their actions.
Ortiz said Friday he was offended by assertions that the July 9 meeting was clandestine and undermined the authority of any individual or group. Ortiz said his doors are always open to his constituents and he is trying to help communities affected by base closures, adding that the military subcommittee he chairs allocated $1 million for this area's local redevelopment authority.
"These people, the county judge and others, have not moved from their rears," Ortiz said. "They've been spinning their wheels for years and they haven't accomplished anything. We've lost about 8,000 jobs and for them to be spinning their wheels knowing the base will close soon is disgusting."
While Neal's opposition to the local redevelopment authority held no sway on his Commissioners Court, members of the Corpus Christi City Council, Port Commission and San Patricio County Commissioners Court rallied to him.
As late as noon Friday, Garrett, with approval from the City Council, was prepared to step onto the proposed board. He also had asked Councilman John Marez to serve as the city's second representative, with majority council approval. Friday afternoon Garrett changed his mind.
"There are a lot of things being done and I don't think they are being done in good faith," Garrett said. "I think that they are playing a lot of games I don't want to be a part of. This is a very important issue that should be dealt with in a very professional manner. It should be very transparent and there is no room for secret meetings or negotiations without everybody being involved."
Marez said Friday afternoon that he agrees with the mayor.
Local governments have been wrangling for 18 months for control of the authority to redevelop Naval Station Ingleside's surplus property after the Navy leaves in 2010. The board they are seeking to establish is called a local redevelopment authority, a group of community leaders charged with carrying out the Base Realignment and Closure mandates The authority must be recognized by the Defense Department's Office of Economic Adjustment to receive funding.
Ingleside Mayor Elaine Kemp said the city's local redevelopment authority resolution stipulates that all entities agree on the plan, which includes a nine-member board -- two appointees each from Nueces and San Patricio counties, the city of Ingleside, the city of Corpus Christi and one from the Port of Corpus Christi.
The Nueces County Commissioners Court, which passed the plan Wednesday, removed that stipulation Wednesday at Commissioner Oscar Ortiz's behest, leaving Ingleside to consult with its attorney to see if the plan can move forward without universal support.
Neal and the city of Corpus Christi pulled away from the proposed redevelopment authority after published accounts of a July 9 meeting to develop and prepare a local redevelopment authority for 155 acres of base property, about 100 of which are submerged. Present were Commissioner Ortiz, his brother Rep. Ortiz, the congressman's former chief of staff Florencio "Lencho" Rendon, Ingleside City Councilwoman Stella Herrmann and San Patricio County Commissioner Jim Price. The base's other 912 acres will belong to the port, which had deeded it to the Navy to establish the base.
the meeting
Commissioner Ortiz defended the meeting, saying the Commissioners Court had an unofficial understanding that he would take the lead in matters involving the redevelopment authority.
Neal said Herrmann and acting Ingleside City Manager Paul Baen had approached him with the local redevelopment authority proposal after the July 9 meeting of which Neal was unaware.
"I said this is OK, I guess, but you are going to have trouble getting this by Oscar Ortiz," Neal said. "She said, 'well I can take care of Oscar.' I said, 'fine, good luck.' At no time did she say that she had met with Oscar and that they had met and done all this stuff. They came to see me, but they never said, 'we have this all worked out'. And that's not right."
Neal said he is unsure why Oscar Ortiz believes he has the authority to meet privately and negotiate on behalf of the county.
"He assumed it, I guess, based on what might have happened under a prior administration," said Neal, who took office in January. "We have had no discussions about anyone having authority to negotiate a separate deal without bringing it back to the court and saying, 'this is what I have done.' I don't assume that authority, even though I am the county judge."
On Friday, Nueces County Commissioners Betty Jean Longoria, Peggy Bañales and Chuck Cazalas confirmed that Oscar Ortiz has been the point man for the county on the redevelopment authority matter and that they continue to support the Ingleside proposal.
"As far as I'm concerned, Oscar is the lead on this," Longoria said. "I don't recall anyone at the table questioning how we ended up with the (local redevelopment authority) and who had partaken in the meeting. If anyone had any questions, that would have been the time to have asked and no one did. The judge is using that as an excuse, not I. My vote stands."
The San Patricio County Commissioners Court is scheduled to vote Monday on the proposal. On Friday, two members said they favor the plan, two are opposed and one is undecided.
County Judge Terry Simpson and Commissioner Fred Nardini said they won't vote to endorse the plan.
"My view of this is Loyd Neal has always been an honorable person and he has always had high integrity and that this just goes to show that he is still that type of person, and he is doing what the citizens of Nueces County voted him in to do -- the right thing, not behind closed doors," Simpson said.
shared frustration
San Patricio County commissioners Jim Price and Nina Trevino said they likely are to support the proposal because it needs to go forward. Commissioner Alma Moreno said she is undecided.
Port of Corpus Christi Chairman Ruben Bonilla and port commissioners Mike Carrell and Judy Hawley said the port commission will not vote on the matter and does not want a part.
"Basically, the port does not need (local redevelopment authority), period," Bonilla said. "The port's reversionary right is exclusive and is for the common good. If the port is allowed to do its work, the region will be economically transformed, with a burst of new jobs and a significant elevation of the tax base."
Carrell said Neal is having a similar experience to some of the port commissioners, when dealing with the commissioners court.
"I think it is clear that he is expressing the same frustration that we have in trying to deal with the county," Carrell said. "We would like them to be at the table and be a part of the planning, but the only way they want to be at the table is if they can control the property that legally belongs to the port. They are not interested in coming to the table unless they have total control and we at the port are not willing to give that up."
Port commissioners Yolanda Olivarez and Kenneth Berry support the proposal and hope it is on the August port commission agenda.
Port commissioner Robert Gonzalez declined to say where he stood on the proposal.
Port commissioner Bernard Paulson did not return calls.
Corpus Christi City Council members including Nelda Martinez, Mike McCutchon and Bill Kelly said Friday they have concerns about the handling of the redevelopment authority to date.
McCutchon's endorsement of city appointees hinged on a promise from Garrett that the city would not play any part in trying to usurp the port's reversionary rights on the Navy property.
"The bottom line is that the port bought that property and gave it to the Navy," he said. "The land needs to go back to the port. If it is attempting to control what happens to that area after that base closes I have a problem with that."
Martinez said Neal's withdrawal was a sticking point for her.
"Judge Neal has a high level of integrity," she said. "To see that his leadership will not be part of this initiative gives me a strong concern. His input is a critical piece to this process of redeveloping Naval Station Ingleside. When a man of Loyd Neal's integrity pulls out of a process as important as this, it raises a red flag."
Corpus Christi City Councilman Bill Kelly said developments including the alleged behind-the-scenes dealings and Neal's withdrawal made him nervous.
"If anybody was going to be the tacit representative of the city it would be the mayor or someone chosen by majority vote of the City Council." Kelly said. "I would not presume to speak or negotiate on behalf of the entire City Council as one member of the City Council without the approval of the majority of the council. The only person I think that could expect to have that right is the mayor."
Hmmm... I'm out of district so it's none of my business but I think I would trust Neal and Garret a lot more than Solomon Ortiz, who has spent a lot of time in Washington and moves very smoothly within the "system" there which is and has been causing most of our problems here in this country. As one of the "leaders" in a congress with a 14% approval rating (the lowest ever in our history), I don't believe I'd trust him to work out some "deal in the dark" that was in my best interest...
Myself, I think Oscar Ortiz owes a number of people an apology, and then make a pledge to be OPEN and forthcoming with every last meeting that's held, and include everyone on the committee. It's time to offer an olive branch at the very least. This whole area needs to get it's act together and work cooperatively. There's too much at stake. I think some fence mending is in order. If Oscar Ortiz is so concerned, and thinking the so called "opposition" is just sitting on their duffs not doing anything, the best thing he could have done would have made sure that everyone was involved, that everyone was kept in the communications loop. To then go and punitively leave some people out, just made things worse. Any good project manager worth their salt knows that. Solomon, you screwed up, son.
"Judge Neal has a high level of integrity," Nelda MArtinez said. ! Ha that is the funniest thing I read in the story. After 8 yrs when lloyd was making a killing on his insurance deals with the city when he was mayor! What a joke! Remember about 6-8 yrs ago when then city manager garcia started to dig in the city insurance contracts and the mayors ins company, poof the next day he was FIRED! sure neal has lots of intergity! And I have ocean front property in Az!
I just want something done! This has been going on way to long!
"Local governments have been wrangling for 18 months for control of the authority to redevelop Naval Station Ingleside's surplus property after the Navy leaves in 2010. "
Ask yourself what is worng with the Ingleside proposal?
"a nine-member board -- two appointees each from Nueces and San Patricio counties, the city of Ingleside, the city of Corpus Christi and one from the Port of Corpus Christi"
Move people, jobs and econ development are at stake!
As far as I'm concerned the Port and the City can not do anything right! The port has lost every deal they try to make for the La Quinta terminal that we have been reading about for the last 100yrs! When is that gonna creat jobs? As far as the city and paper they now they want to hire a consultant? to thell them what? The roof of the building is blue and its old? With a new city council I thought we would do better
From the outside, it looks like a bunch of tittybabies crying because they weren't given their proper due. Meanwhile, the Coastal Bend is the ONLY community that has not formed its committee and begun plans to redevelop.
intheknow - you don't have a clue based on your comments about Neal, David Garcia and insurance. Neal does have more integrity than the remainder of the commissioners combined.
It is not about the makeup of the committe but more about Ortiz acting like he is county judge and pulling another typical move to try and give another Ortiz connection (Redon) some dollars. They tried it with Randy Delay as well as others if you go and check out the contracts during the last county judge's four years in office.
This County and City will not even start to move forward till changes are made in a number of elected officials which include Washington, Austin and the County Courthouse. The question remains as if it will happen or not with the election of Neal being the only event which indicated any hope.
It's too bad that a petition to remove the four county commissioners is not allowed under our state law. I wonder if our delegation would support legislation to provide that mechanism? Don't hold your breath waiting on that one to happen.
I support people trying to get something done with the property--to build economic prosperity in an area that will become an economic blight after the Navy leaves.
We've known the Navy is going to leave for some time now.
Why haven't those who are now complaining--NEAL especially but also GARRETT--done anything yet to resolve the problem?
It seems like there are some people working to get something done with a plan--and those who aren't involved are getting all upset that their names aren't included.
Stop following and LEAD. Get a plan done. ACTIONS speak louder than words. Stop with your EGO, LLOYD. Because you're not involved doesn't make the process automatically insufficient.
GARRETT needs to go. He's obviously a follower... in every issue. You could ask to build a waste plant in the middle of the city, and he would go along so long as a well-named developer was attached to the project. He lacks the brainpower to discern a proper deal that will develop the city without negatively impacting our future. He'll jump on any bandwagon.
I wish McCutchon or some one of equal strength would step up.
Looks like someone hit a nerve truthincc, I remember the dust up with Neal and David Garcia it was intresting how he was fired after looking into the deals with Thomas Duran and Neals insurance intrest.
Fact is that County and City goverment need to work together to move this city! Neal thought that he would run the show in all the coastal bend, but the city voters and term limits removed the old establishment city council members and not to mention that Tom Utter is GONE! (amen!) It looks as if Mike McCution and Hummel run the show at city hall, not mayor Garret.
23jump I agree with you that the City and County need to work together but disagree about Neal. Neal and the County would work with the city with the exception of four problems-the two on his left and the two on his right at the meetings.
No nerve was hit but just suggest you might reconsider if you think you know the facts about David Garcia's departure. I can promise you if you think it was what you said that you are far off base.
McCuthon and Hummell running the show? More accurate statement would be that no one is running the show. The performance to date has for the most part been that of each going in their own direction. Performance to date and keep in mind it's only been a few months so there is time for improvement---C minus.
The naval station is in San Patricio County! That county should have the majority say in the redevelopement. If I was the San Pat judge I would remind Corpus Christi and Nueces county of that fact. If they dont want to work with the San Pat county then fine; they missed their chance for input. Talk about incompetence of government this is a textbook case.. The clowns in Nueces and Corpus want to control everything but dont know what to do but complain and give away tax payer money.
"Neals integrity?"...cmon. Why don't you bow down and kiss the old mans feet. Nelda makes me want to vomit with those comments. This guy's integrity is all talk and no substance. I guess people look the other way on his shoddy insurance deals over the years with the city, his shoddy deals with Paulson on the port commission, among many others. Its the same old crap with Neal. Hes a crotchity old man who has not been able to get anything done on the court because the commissioners are not kissing his feet furthing his high dollar agenda like the Brent, Henry, Rex, Mark council did. "whatever you want, Loyd," is all those guys did because they and their supporters all stood to profit over all the projects. Now the county is going nowhere because Neal cant get along with anyone of whom he is not finacially or politically aligned and the county is suffering because of it. Don't forget that he voted against a measure to have increased transparency in govt. 4 months ago. Its a joke, hes a joke, and the county will pay the price. Its very easy for Neal to always blame anything that goes wrong on the Shamsie admisitration...but he is the problem.
Posted by truthincc on July 28, 2007 at 3:53 p.m. (Suggest removal)
browardjoe people like you can make all the accusations in the world yet you can't back up a single one with any facts. You are not expressing anything other than the world as you see it which is fine but don't act like it is based on a single fact when it is not.
Bring back one fact that can be verfied about all these "insurance deals" and then that great term "among many others". I am sure it is very uncomfortable for the county now that he is forcing things to be out in the open and all those good old boy contracts are getting harder and harder to get. I have certainly disagreed with Neal on some issues but his integrity was not something that ever came into question.
Facts remember and not what you "heard" or some twist on something where you take something and put together a string of events that just must have taken place.
After reading the previous comments, it is obvious that the final decision should be that of the San Pat county court. Once again, the Ortiz, "it's only in my own mind that I'm a dynasty" is caught playing the part of head cheese. Although, it is taking some time, eventually the voters will see the light and make some changes at the voting booth. We can vote the Ortiz's out. All it takes is a little bit of education.
Sounds like those folks over in Inglside aren't willing to sit around and wait for the CC council to do things on "Corpus Christi Time", a unit of measure only exceded by infinity!
Maybe Ingleside just doesn't want a taxpayer supported shopping center or to just hand over the waterfront to a billion dollar condo developer. I don't blame them. Who would want to take advise from someone who can't even run there own city? If Corpus had their way, they would spend Inglside's million dollar developement grant on years and years of consultant fees!
